He was not allowed to go directly to the County; he had to work through a "non profit" organization. The “non profit” took his information and presented it to the County. They were slow and bureaucratic and at times it seemed, not too caring about the person they were supposed to help. Oh by the way, charged him $2000 for their help.
They did not explain the process at all to him or to us. His purchase contract was a “as is” contract with the seller not fixing anything. This was fine for about a month or 6 weeks and then when we thought we were ready to close, they came back and said the County required all repairs to be done or they would not sign off on a grant for a property. We worked with the seller’s agent and secured an extension of the closing date. We negotiated with the seller to pay for the materials to replace the damaged siding on the home and the buyer agreed to do the labor. The “non Profit” person said all other things on the inspection report would have to be done or the money put in escrow to be done after the close. The buyer agreed to put money in escrow and then fix the things himself after closing and get his money back.
On the last day of the last extension we were all ready to close and the person from the “non profit” said when she went to the county to pick up the check for closing, the County people could not find the check. We told them the seller would not give another extension and they had to find the check or get another one written. Their attitude was one of derision and disbelief. They insisted we did not know what we were talking about and the seller would give an extension.
Needless to say, the County could not be troubled to move in a timely manner, the seller took a walk and my client lost his home and may lose his earnest money. We worked for three months with the bureaucracy and have nothing to show for it except heartbreak. They profess to be helping low income people and they do not seem to care if that person is drug through a wringer and hung out to dry because they move so slowly and arbitrarily.
There has to be a way to get the grant money to the people who need it in a timely manner.
