MSN is easier to rank on than Google and Yahoo. I would just focus on your regular SEO stuff. I had a site that ranked on MSN before i even got a chance to concentrate on any type of SEO. Just focus on content, titles, URLs, etc, and you'll rank in the general direction of where your targeting.
