Bucharest is by all means the economic centre of Romania and since Romania is not at all a negligeable real-estate investment market, investors tend to come mainly there. However, the latest evolutions show that an investor who is interested in an office or residential space in Bucharest (we talk smaller and medium-size investors) has to pay a dear price of 2000 -2500 EUR/1sqm. This can be a little too much for most of the people who desire to invest. On the other hand, large groups of Germans, Itaians and Jewish investors, to which you have to add Romanian people with money for such placements, take over the provincial market, buying land and valuable buildings in the tourist, large towns of the country (specifically in Transylvania) and we talk here of Brasov, Sibiu and Cluj. The case of Cluj is particularily interesting since many foreign companies who open offices or retail spaces in Bucharest, consider doing the same in Cluj. Sibiu is rising fast as well, especially since it is this year's Cultural Capital of Europe.
