I have an old website that is currently not live would it be worth making it live again but redirecting the traffic to my new one? I would not want the burden of managing both, would this have any negative affects on my current site?

You can just redirect via DNS from your registrar

No. Basically, when an http request is made, it first goes to a DNS server to find out where it's supposed to be. Then it just goes there. You aren't doing anything wrong or anything that will hurt your web site.
