Duplicate Content What Will Happen??

This Blog post that I wrote http://tinyurl.com/35rmxl It has been out on the web for 5 days and fairly well received. I am curious about what will happen if I allow the Local Newspaper to carry it in their online version.

So the contents will be on REW and on dailyrecord.com

That is duplicate content, but since it has been out on REW Blogs since August 24th but not in the papers website yet so my understanding is that the REW version will be fine but the newspaper version will be hit with duplicate content penalties and never rank for anything. Only get views by people who actually go to the online newspaper for other articles or reasons.

Is that the case.

They both will rank - whichever has higher page rank will rank higher. This has been my experience several times.

It's a misunderstanding of dup content and it's negatives - there is no "penalty" for the type of syndication you describe.

I took the pictures so they are my property I assume.

How best would I achieve this "use it as link bait and give users permission to use them as long as they provide appropriate credit for work including a link to your website."

i think news might be a special case; many times i look at google news and i see a Reuters' story duplicated by 5 or more other sites but google still ranks them.
