My second search term isn't climbing in rank

I had REW do some content writing, linking and other SEO work based on two keyword terms. First being "Ulster County Real Estate" which is currently ranking number 1 (thanks for that). My second term was "Hudson Valley Real Estate" which is our outer lying area. For some reason, I can't get ranked above the second page in google.

Knowing my market the way I do, I am pretty sure the competition for both of these terms are identical. The work I had done to get positioned for these terms, I assume, is identical. Why is it that I can't get above the second page?

First term for about a year. I am not sure about the linking, I thought maybe they would do equal work on both terms.
