This is my question as well. I have always found that Google provides most all of the tools needed to set-up and monitor an effective ad-word campaign. That said, I have heard good things about SpeedPPC (although I have no personal experience with the software).

without a doubt the adwords search query is one of the best possible tools you will ever find... even works better when you have adwords send you an email either daily if you have time to review or weekly as a minimum so that you can review and see the exact keywords visitors use to find your site... and then build pages for your site based on these keywords to get even more folks to come.. additionally this is the ones who clicked, and even more valuable is going to Google Analytics and get the keywords that organic visitors are using to find your site... you can make that exact keyword on adwords into an exact match and low and behold google will cost you less cost per click than what you paid when you were broad match for the same keyword... the querey tool is worth its weight in gold... and then some..

I am an advocate of PPC testing. Doing this I have helped myself find out what keywords are the best. Think every market is different but usually "city name real estate" and "city name homes" are in the top 3.
