6,000 link for only $149 smells bad to me, would be nice if it would be legit and help and not be part of a link farm.

Do a search for his website for a few SEO regular search phrases... or look his tags... and see if his website ranks first or second... that would give you some info about how reliable the offer is...

Yes, if it sounds too good to be true...
"back in the day" I used to be all over stuff like that and then I realized it's mostly worthless. That time is much better spend creating value for real people. The way I see it, Google will find a way to rank the most valuable websites for it's readers, so sites that focus on their readers will always be at the top.
