Can you tell me what needs to be done regarding having a domain name switched to a 301 permanent re-direct?

Where did you purchase the domain from?
Some of the registrars such as Godaddy allow you to do a 301 redirect right from their control panel. If you have a registrar that doesn't have that functionality then you can point the domain to Real Estate Webmasters servers and the redirect can be implemented in a 15 min project.
