Adding a blogging system to our site

We have talked about this before. Can you guys give me an estimate of what it would take to add a blogging system to our site?

On the local market sites I would like all the loan officers and newly added agents the ability to blog from their local market sites.

I would also like to have a master blog set up for me to blog from the national site.
