Contact Us Drop Down Question?

Is there a way to link to the Contact Us drop down with it in the drop down position like below?

From my old site I have a contact page and I could keep it, but with the LEC2 drop down I would just link to that if it could be done in the open position.

There does not appear to be a way to link to this and have it open by default.
