Default connect fatal error: could not connect to host - Too many connections

I have been getting this error on the site very often. If I refresh it usually goes away. What is the issue? Do I need more bandwidth to the site. I do not want to have my users getting this error message. Please advise.

    Hi Jim,

This is something that we are watching very closely - what's happening is there will be a Query that gets locked up and then all the other queries to the database have to wait for that one to finish. We've seen this happen on a few sites during our backup process and one of the tables is to large and takes to long to complete - once it's completed all the other queries execute pretty much instantly. When this happens Steven and Myself get an email that tells us the offending query and we go and fix that one so it doesn't happen again. Eventually we'll get them all and it'll stop for good. It's an unfortunate situation - but we are doing our best to resolve it for good.

    Thank you,
    Aaron
