How Does A Buyer's Agent Negociate a Commision?
Typically, the commission for a Buyer’s Agent is set by the Listing Agent and the Seller when signing the listing agreement – so this should not be a topic of negotiation between a Buyer’s Agent and the Listing Agent, it’s set before the Buyer’s Agent ever enters the picture.

Can A Seller Decide Not To Sell To Someone Who Uses A Buyers Agent?
Sure, the Seller has the right to refuse any offer that is presented to them, be that by a Buyer’s Agent or not. I guess the real question to you is, why would a Seller refuse offers based on the fact that the other side is being represented in the transaction, are they not confident in their REALTOR’s ability to represent them?

What Are The Pros And Cons Of Being A Buyers Agent?
Fill me in on what you are trying to compare this against - is there another form of agency in your area that you use that you are debating between (i.e. we have Transaction Brokers in Colorado in addition to Buyer Agency).

These are all great questions for your managing broker as well; they will be able to guide you down this road. Hope this helps, but it probably spurred some other questions.
