I'm sorry but I really don't get the google conspiracy theorists. Yes there are a ton of factors that go into how something ranks, but google pretty much lay everything out in their webmaster guidelines.
I don't know the history behind the Hawaii site so not commenting on that - just feel people like to put this mystery around G rankings that doesn't really exist.

It's not a new site. Hawaiis dot come has been there for awhile.
