When is best/proper time to submit your sitemap to google?
I'm still working on getting all of my content and pages set-up on mysite. Should I wait until I'm finished or go ahead now?

Probably just wait until you are finished because links might change.
I do it right away. You can always update it later.
To clarify my opinion, you can always update the links, but I'm not sure it's doing any good for Google to index a link that is not present that next time it spiders you. Seems like you might just want to have the proper links in place first and go from there.
Google sitemaps aren't really all that important. It goes into specifics about where spiders go that aren't really a big deal in the long run. It's not worth worrying about. Just add it when/if you actually feel it's necessary. Don't use it just because some SEO blog tells you to.
I'd disagree with Alfred. Google Sitemaps is a really nice way of telling Google what your site structure is, rather than it having to guess / figure it out itself. And if you're supplying the sitemap through a CMS module that pings Google regularly, it gets your content indexed more quickly, which is key for RE blogs & listings.

I think the sitemaps are a good idea, but if you plan to change titles then make sure to set up 301s.

Yes, I tend to update whenever I have a change, addition, subtraction, etc. Better that I tell them right away than for them to find out on their own...but that is just me
