welcome to the forum. I checked out your site and requiring people to have a PR3 or higher site is probably not going to work in your favor. I would concentrate on getting quality sites to link to you (on a reciprocal or non-reciprocal basis) rather than on PR. This is not just for PR reasons.

The second thing is, the PR of your index page is 3...I did not see any other pages on your site with any PR

I am sure if you hang out here, you will pick up a few pointers here and there and maybe even pick up a few links to your site. Good luck.
