It depends on how dense the population is for the city and how many searches there are for city real estate. To get an idea of how many searches are done check out the Google adwords keyword tool.

Are you buying it for a marketing perspective or an SEO perspective? Personally, I wouldn't pay too much it. Most of the time the people who have them think they are worth WAY more than they actually are IMHO.
Depends on how big the market is. Def. worth a few grand IMO
The market is hard to define. In this location there's about 150,000 people but we get a lot of out of province / country business.
I want it more from a marketing perspective, but anything that benefits SEO is a plus

I have to agree with Agnafl, I would rather take that few grand and spend it on SEO, print advertising and etc.

I would tend to agree with Morgan. For my main city, I'd go as high as 10k. This would be in addition to what I would spend on SEO.
