Actually, no.. this was not ordered by your MLS board. The broker reciprocity statement was added due to the fact that more and more boards are cracking down on non-compliant real estate websites that use their feeds.
If a site is found to be non-compliant.. it's the Vendor that ends up being responsible - therefor in order to not have our feeds cut off, we deemed it necessary to implement these compliance items.
I believe this was already supposed to have been done but for whatever reason, it was overlooked.
As for your question about the disclaimer being on the city pages, I believe you're right. This can be removed. I'll make sure that happens. It's only required on the detailed listings, as you said.
