Where can I go to build solid backlinks to my site?

The best links are not going to be built directly by you. Writing a piece of content that is either goofy fun, controversial, or earth shaking is called link bait. Obviously because it baits people into linking to you. When I first heard about this kind of content I was kind of rocked because I thought I had to write this just amazing piece, but the truth of the matter is that how successful this type of content becomes is largely influenced by how heavily you promote it. Not to mention the fact that if you write this type of content without promoting it and you do not have alot of traffic you will end up having more webmasters that scrap it rather than link to you because of it.

In the early days when you are getting ready to put out link bait you should focus on putting up consumer centric content and participating in authoritive forums that allow do follow signature links as well as commenting on blogs. When participating in blogs I wouldn't focus on just do follow blogs since the point of participating on blogs is not so much for the links as it is for building relationships with the blog owners. I like what Eric Blackwell has to say about building relationships.

Once you have built yourself a webmaster social network then it makes sense to start creating link bait. When you create a piece of link bait do remember that you must promote it. You do this by asking those who you have built relationships to review what you have written and give feedback to improve the content piece. Anyone who you have received feedback from you should not that in your post and then distribute the link to them when you finally post it. If they like it they will link to it and that will add to other viewing it and they will have more trust and respect for it since those other personalities already gave it props.

Make sure you vary up where you're getting links from and mix up some nofollow links in there. Don't forget to vary your anchor text as well because Google has filters to watch out for heavy linking in a short period of time.

Squidoo lenses are always a good way to get back-links from a high PR site. Can also write some articles and post them on Ezine or another respected site.

Also, as James mentioned .... link bait is a great way to build your sites ranking.
