I would use a service that scrubs a data base of residents in the area you want to market in.

In addition to individual states having DNC regulations, there is also a federal DNC registry. Not sure about individual states fines, but violations of the federal DNC regulations will cost you $11k per offense. Here's a company who was recently fined.Originally Posted by webmaster

Did some cold calling some years back when the DNC laws were first getting started. Had to manually check numbers and missed one. Easy to do, you can go blind reading numbers. Today there are companies that can set up call lists that are screened. It would be worth it. As with dealing with any state or fed agency when they think you are in the wrong, they believe they are dealing with Exxon and notify you with a fines that are many times your net worth. Yes, I talked my way out of it.
If you are only doing a few calls each evening, it is easy enough to get the lists for the area codes you are working and just check a few at a time before calling. My problem was, I would block out some time and try to develop a list for a month at a time.
Another point, everything I have ever read on cold calling, places it on the bottom of the heap for getting leads. Asking for referrals, networking are much more efficient.
