Since the adsense ads are generated by script that you are not supposed to alter according to Google agreement, I don't think so. The Google page for generating the script has many options, but I don't recall opening to a new page being one of those options. I may be wrong though, I am sure someone will figure out how to do it.

According to the ToS you aren't allowed to open links in new pages.
