Does Link Popularity depend only on the no of backlinks?
Link popularity pretty much is all your backlinks. It is determined by how many quality links (backlinks) you have pointing to your site.

Links are not all equal and there is an actual calculation to determine your PageRank. It isn't real complicated, but it is mathematical -- having to do with the actual PageRank of the page that links to you, how many outgoing links are on that page, and some other factors.
Besides that: First, there is the PageRank of the page that links to you. Second, is it actually a "clean" link that passes PageRank, or does it have a special tag, java script, or some database system that does not pass importance to you? If so, you should get traffic from it or the link actually does nothing to benefit you. Third, some sites are authorities and others are not.
Finally, none of that discusses the search engine importance of links and what factors may help or hinder you.
