I am not sure how much you would actually get done in an hour of "quality" work - but the answer is no, REW typically (Unless it was a very specific page that the client provided all the info on) would not produce a page in an hour.

The REW standard is a 3 hour page which includes 2.5 hours of research / copywriting time and .5 hours of SEO.

Within this time includes:
Keyword research (SEO) for the page in question
Custom Title's, meta description
Creation of unique content
Optimization of unique content (H tags, synonyms, implementation of research driven keyword inclusion)
Page layout
Calls to action
IDX snippet integration (For REW IDX customers only)

So a lot more going on than "give us a topic and we will write you something"
