Default <h1> Tags and your <title> tags

If you have 3 keywords in your title should you make 3 <h1> through out the content of the page that match the title? Or can you use <strong> for at least one of them?

I think you'll get a variety of answers to this question. I personally, only use one H1 tag per page. However, I use multiple H2 and H3 tags. Really, that is the purpose of those tags; to convey content structure.
