I just got knocked down to PR3 from PR4 during the last Google shake-up, and I'm trying to think of what I may have done over the last few months to cause that. One thing I started to do recently was to add links to other non-competitive sites for things like parks, restaurants, neighborhood info, etc. Since I didn't "nofollow" those links is it possible that my PR dropped because it "leaked" out to all those sites? Do most of you "nofollow" those types of contextual links?

Did your SERP change? If not I would not worry about your PR drop. PR by itself means little. In addition, the number by itself will have a tendency to drop over time even when SERP remains the same. This is due to a general growth in the web.

You should follow when the site deserves a link from content or something else. We follow a lot - the Googler considers who you link out to when assigning a PR to your web page. If you link out to sources that are authorities then it should help out your page a tad, if you link out to sources that aren't considered an authority, it may hurt your page a tad. Don't be afraid to allow the SEs to follow a link (especially if the link is deserved) - it can help you.

I don´t believe there is any such thing as leaking out. Only if the percentage of sites you link to has low PR or quality, then it effects you. You can link to thousands of sites and if they have content, it actually benefits you to do that.

Like Neal stated, don't worry about PR, concentrate on your key word placement. Google keeps playing with PR so its not a great indicator of anything right now.
