In Oregon there is some potential for cashflow outside of Portland and in the more rural areas, but from the numbers I've seen, states like Ohio, Texas, New York, and Michigan offer much better cashflow potential. The key challenge is to predict whether the population will grow or shrink in these places. If the population grows then housing demand will grow with it, but once you have a shrinking population then housing prices will face very strong downward pressure.

I'm just circling back to mention that since this question was originally posted (over 1 year ago) there are now many more real estate markets that are attractive for positive cash flow investing. The falling home prices in many markets, and a firm rental market (one of the side effects of all the foreclosures is that many of those foreclosed upon become tenants in the rental market) have combined to create "positive cash- flow" real estate markets where they may have been "negative cash-flow" in the past. When this thread was originally posted I would not have included the Austin real estate market. While it met your criteria for major university, state capitol, and tech employyers it was difficult to find anything that cashflowed that was inside the city. As of today with rents rising and prices holding steady we are seeing a lot more positive cashflow properties come on the market. Of course now that everything cashflows investors are few and far between.
