well if you aren't building then you are loosing (generally) that can be one of your issues, but it sounds like from your PM that you also had the URL structure completely changed, is this true?

Consistent linking is the way to go. If you aren't doing that, it's part of the problem. If you are super busy (who isn't super busy in this industry) it's important to plan on how many you can do consistently, and be sure to only do that many. It should look natural.

I've noticed that when I stop building back links my ranking drop, especially with yahoo. I at #1 for a long time till I stop getting more BL, now I am at #4
