Twitter went on a ban rampage already and reinstated accounts. Now they have added the spam report option.
They finally seem to realize that it is not really the add-bots doing the harm, but the ones who use many accounts to spam the trending topics and @reply users from several accounts.
You don't need to auto add people. Tweetdeck allows you to get into targeted discussions even if you have 10 followers. I have seen people close deals just by hitting the right convos at the right times.
If you have only one account, it should be a gradual growing process where your account represents you and what you do.
