.ASP vs .HTML vs. .PHP in page rank
Is it true that pages ending in .asp get lower PR than pages ending in .HTML or .php. If so why?

No it is not true at all - page extension is irrelevant to pagerank, Google and other engines support most known extensions php. cfm, html, htm, asp etc and treat them with equal regard.
