I would create the state pages as you will have some flow to what you are doing. The exchange should not only be for PR and the backlink, but also for your user (not that many will use it).
IMO w/o state pages you are doing the exchange only for the SE benefit and that seems like it could be a problem in the future. The SE's want you to build the site for your user and I think the state pages is much better suited for your user.

Hmm...
I'm open to a links manager, as long as it fits the "REWebmasters" rules of thumb... Not 302s, etc. But... I just spent weeks putting everything into Mambo. Is it something I can integrate? |
