Default Google blocking my IP for PR Ranking

I have a tool that shows my linked pages PR ranking. Somehow, the tool is listing all pages at zero. I know that cannot be true. So, I checked the software engineer and he suggested that Google has blocked my IP from receiving PR rankings. Has anyone heard of this? Or, does nayone know where I can contest this with Google?

But why do you need PR. Now page rank is a junk idea, it was old days theory . People like to exchange link with higher PR only because they are ignorant what is going on in the market. Their new blocking system is such a fool proof that you may get in real problem. Try to buy links from a site which is openly selling links and also displaying it, they(G) are claiming that they can detect which link has been bought for PR and which one for advertising( i dont know how), any kind of link rings from the front page, link exchange is ok but if the link exchange is from some text context then you will be very good and never try to buy those thousands links together.

I heard they have some logic, which checks the ratio of inbound links to age (no. of days from first day they indexed ur site). If that ratio is very high and site is mainly hyperlinked for high profile keywords ( higher CTR keywords) then your site will go under mannual check. If they found anything wrong you will be doomed.

Above stuff has not been verified and if somebody else heard about it then I will really appreciate if they can throw some light on it.
