And this is just one of the reasons to not run your Google ads in their "Content" network, and to run them only in the "Search" network. The Content network is where AdSense publishers get a split of the click charges, and is the primary focus of the botnets, and how these scammers get paid. When you run an ad in the content network, and do not tightly and explicitly control the sites it is allowed to be displayed on, it can run anywhere, and you will be charged for all the clicks, up to your daily limits.
