Is it a dynamic page and if so is it worth it especially to give a home page link?

Yes, that is a "Dynamic URL."

If you think the page will send an acceptable level of traffic then reciprocating links isn't a bad idea.

Is the link worth anything for SERPS? I am assuming its for traffic only? So if you do notget traffic its probably not worth reciprocating that type of link. What are your/anyones thoughts?

IMO, if you don't expect an acceptable level of traffic from that link then I would pass on the "Home Page" link.

For a HP link there needs to be targeted traffic IMO. There are very few link swaps that are worth a HP link.
