I was wondering if someone like homepain is doing a PPC campain and their adds get clicked on does it help them in their organic placement, do you think it encurages them to spend more on certan key words even if the said click does not sign up, can they tell if the same person comes back or not really tell other then the group of IP addresses that they are getting clicked on from?

While that would be logical for SE's to track, unfortunately that is 100% against their business interest, so no, they don't track the success of PPC campaigns and apply it to organic results.

Of course they track everything that goes on with a PPC campaign. However, (supposedly) PPC and organic search do not directly influence each other.
