Question I know I should be blogging

I hear that having a blog or web log, right? I think that's what it means. So I read somewhere, that when you have one, you should have it part of your own site, with one of your sites extensions. That having it through another site, somehow affects the SE rankings to do with your site and you don’t get the content credit towards your rankings. Of course I really don't know anything about it. If I start one hear, will that be good? Or should I start one on one of my pages of my site? Or does it matter? And what about BlogSpot.com I have seen that around.
