I am fairly (very) new at the whole java script thing and was wondering if there is a simple, very user-friendly program that I could use to replicate something like what was done on this header here.
Please let me know if this can be done with a little effort or if I should just go ahead and contract it out. Matt

The simplest way to do something like that is to build an animated gif. Some gif builders can do fade effects between frames, you just have to look around a bit. For Flash, I believe www.coffeecup.com has a relatively inexpensive Flash builder.
