I'm currently with IDXPro but I haven't found a way to achieve what I want, and what I want is this:

I want to separate my areas by price range just like Jim, and then when someone goes to 300-400K, they'll be directed to a NEW page and at that new page they'll see 4-5 homes, and to move onto the rest of the homes in the 300-400K range, you move to page two which is ANOTHER NEW page.

To achieve this, do I have to create a custom IDX solution? And if that's so, where can I find someone or some company to do it?

Because the way I'm doing it with IDXPRO is that the IDX info is framed inside of the page so there's only one page that the spiders google, and that's not what I'm looking for.

The first thing you need to do is ask IDXPRO - they are your current vendor, and likely the best people to answer your specific questions.

In terms of Like Jim's site - That is a custom website using REW's proprietary custom IDX and CMS technologies - so the only way to truly achieve what you see at Jim's site, is to hire us

I had Idx pro and they had some good features, so did Baynets listing alert, but there are inherent limitations that you will only begin to realize as you immerse yourself.

Their limitations are in part they are templated, but so is REW's IDX, but the REW template is designed to be SE friendly. With the large companies the answer when you as for a customization is, no, but after the phone a programmer in some other part of the state/world. Here they walk down the hall,yeah we can do it. I like that answer much better.

You will pay more for all the same functionality, but you will have a way friendlier product that is custom tailored to you and your area. But the biggest thing is that you will start getting indexed for much larger page counts as a result of this, which will get your site seen more, and get you more opportunities for more leads organically. This should make you more money on the investment.
