Use site-level descriptions on the main home page or other aggregation pages, and use page-level descriptions everywhere else."

Basically your meta-description should be true to the content for the page that description is written for, not a catch all for the entire site - that's what the home page description should be, according to the paragraph above.

Raw Example:
Home Page - Tiny Town Real Estate
Sub Page: Tiny Town Condos
Sub Page: Homes For Sales In Tiny Town
Sub Page: Contact Tiny Town Realtor

Not Every Page having:
Contact Tiny Town Realtor For Homes, Condos and other Real Estate for sale in Tiny Town.
