Default Understanding Google PageRank

I'm trying to figure out why a site I'm familiar with, in our market, has a higher Google PageRank. It doesn't place better, but we're a 4 and they're a 5. The only thing I can think of is that they are framing a forum on one of their pages - because they don't have much content that I can see. Should I post the URL? Is that okay?

PageRank has to do with links, not content.

They have neither. I've checked their inbound links with Yahoo, SEO Quake, SEO tools for Firefox.

No links and no content?

It's tough to diagnose without seeing the site, but keep in mind that it's not all about the quantity of backlinks. A link from a PR6 page could boost the linked-to site to PR5.

I dont think anyone knows for sure what the deal is with pr as I have seen sites with low pr rank high in search results and visaversa

Well here's the site:

I'll have to check the backlinks to see if there's something I'm missing with the sites that link to this one - and it'll be easy because there aren't many.

I have a lower PR than this site (mine is 4, this site is 5) but I rank higher, and that's what I was trying to get a handle on. Also want to stay one step ahead, if possible.

Why chase what she's doing to get a higher PR bar & worse rankings? The PR bar doesn't always make sense - the SERPs usually do.

I wouldn't say I'm chasing what she's doing, but just simply trying to understand what's going on with the sites that are in close proximity to mine in search results, so I can evaluate my competition and understand why they might rank better in one thing or another. Does that make sense?

Yes, it makes sense. I was being a bit facetious. Don't focus on the PR bar - focus on the SERPs, and watch her backlinks. Make sure you have more relevant backlinks than your competitors, and you'll be fine.
