Default PPC - Click Fraud and Click overcharge

Has anyone looked into the policies of various companies Pay Per Click policy on Click Fraud and Click overcharge?

I've asked this of Google, Yahoo and Homegain. Google and Yahoo seem to have a policy to address these two issues. Others seem to play dumb to these issues.

I'm defining "Click overcharge" as charging each time for one end user clicking through more than once in a few seconds/minutes.

It has been a long time since I used PPC. I would get charged money, and the search phrases that I was paying for would not show up in my stats as being a source of my traffic. My stats show what phrase is typed in the search engine to find my site, and this was not happening with PPC. I was paying for nothing. Never received a lead.

ppc has been great for me.......never any issues with google or msn. Right now I have yahoo turned off due to approx 150 clicks on one keyword in 2 days?? This is not the 1st time that I'm contesting obvious ppc fraud with yahoo.

google has it somewhat under control but yahoo is crazy with the affiliate sites.

Do google have something in place to stop fraud?

How does it work? What happens if i click like 10 times per day on a competitors site? Or if I click from a website that hides my ip address like kproxy . com?

google lets you opt out of having your ad on affiliate sites. I believe it is called "content network"?
