Default Getting New Site Indexed

This is not for my current site, but I was wondering if I were to start a brand new site, what would be the first 5-7 things you would do to get a new site indexed by google? How long do you expect it to take to get indexed?

Use the REW blog and write a post about the new site with its URL and respective anchor text in it. It will get indexed rather quickly.

Email your network of clients and friends about your new site. On top of linkage, you also need traffic.

Indexed and ranking well are 2 different things, generally a few decent links from your existing profiles (REW Blogs / forums, AR, Squidoo etc) will get you "indexed" within a few hours to a few days.

Ranking well - that is a whole other ballgame.
Definitely updating link portfolio (Examples above) are top of my list, as they are within your direct control and cost you nothing.
Next as Tampa suggests, you could mail your SOI on the web and notify them of your new site inviting them to link to any of the content they might find helpful to their visitors.
Press release is good for exposure if done correctly and can get you some editorial links (But the site must be newsworthy)
Come up with a creative and unique section of content for the new site (One that does not exist elsewhere on the web) and then create an article syndication campaign that drives traffic with introductory content to the higher level authoritative sections within your site.
The list goes on and on, but that should get you started

Does adding a sitemap do anything to help your site being indexed?

OBX, it may but you don't need to. Getting indexed should take no longer than a day or two with a few good links from other big sites. Getting indexed is very easy, getting well ranked is a whole different story.
