Default Place Mat Advertising

The Greek restaurants in my city have place mats with advertising around the outer edges just a little smaller then a business card. The company that produces the mats gives them to the restaurants for free and recoups the cost through the advertisers. These Greek restaurants are popular and have a good reputation. The cost for 2 restaurants is 60 per month. I have a prime location in the upper right hand corner. The mats go to print every 2 weeks and I am able to make changes as needed for each print. I did this for 6 months with little or no success. I think problem could be my ad. Just curious if any of you have done this type of advertising and had any success? What information did you use?

Also, this advertising is exclusive for each business sector, meaning that they only allow 1 realtor per mat, 1 mechanic per mat..... So I am not competing with another ad on the mat.
