It may not be a true QS issue, but a matter of your competition and their bids. QS is also a function of historical CTR as well as your current bid. So, if the keywords have not been running yet, or are very low volume search terms, AdWords may not be able to assign an accurate QS for awhile, and may assign a low QS. Low bids, compared to your competition, also mean low QS.
