Hi Barry,
From your perspective, you really don't want to put links on your home page. If you do put some there, I wouldn't put more than a few. Here's the reasoning: All your other pages are linked from your home page. Your page rank is strongest on your home page, and it connects to your other pages. If the home page itself is weak, the subsequent pages will also be weak. Think of your home page as being at the top of the pyramid. If the top of the pyramid is weak, then your entire pyramid will suffer. I would only put something on the home page if I absolutely had to..in terms of negotiation, that is... It's really better to have a home page that leads to a directory page, and that directory page has categories that lead to the links pages. So in this case, the links would be within two clicks from the home page, which also keeps your link partners happy. Doing a state-wide directory allows plenty of room for partner links.
