Default What is the best site structure?

I am beginning to really start cranking out "neighborhood" pages in my CMS 2.0 backend for my LEC. Then I got to thinking that I might be going about it wrong. I was setting up the neighborhood pages like this:

myrealestatewebsite.com/neighborhoods

But as I've written about 15 neighborhood pages for an area (and will write pages for other areas), and I think that might not be the best way to categorize the neighborhood pages. Now I'm thinking of doing it like this:

myrealestatewebsite.com/area-neighborhoods (since I can't do it like this: myrealestatewebsite.com/area/neighborhood).

What is anyone's opinion on this? My two questions are:
1.) Which method might be better/easier to keep track of them in the backend?
2.) Which method would be better for site structure and SEO?
