Google does not read keywords. Instead, it reads a mysterious and ever-changing combination of title tags, page content, relevance of one to the other, number of links into the page, and who knows what else. Your best bet it to make sure that your keywords are repeated within your page text as much as possible. Also, be aware that Google rankings may vary according to which Google server happens to respond to your query at any given time.
