I am trying to verify one of my sites and google is asking for this code

For existing sites if you need to use the new verification code you will need to get a work order for us to change the code since they were coded before Google made this change.

All new sites installed to a dev after today will contain the correct new code.

No, only those who go through the verification process again need to do this. If you are already verified then you shouldn't need to do anything.
