Ethan, your keywords tag should be unique if you add one, it should be a phrase or phrases (Comma, seperated) that sum up that page.
The description is what shows below the linked title when someone makes a search engine query so it is good to write compelling descriptions for the page as it will entice searchers to click on them, some engines use both tags for placement.
For now I would leave the footer as a default for now, once you get a little more advanced and start building some link authority we can show you how these can be used for placement.
