Just read this article which may explain why we have had no Page Rank updates recently:

Seems they have updated the Google Toolbar since the Page Rank checksum algorithm was cracked.

Lets hope this means a PR update soon

I uninstalled and reinstalled the new toolbar but my results didn't change

From what I've read both toolbars will produce the same results for now but once Google are happy people have switched to the new toolbar then it looks like they may only show correct results on new toolbar - and hopefully update PR !

Don't hold your breath though this is Google

Also, it suggests the toolbar will autoupdate so you don't need to reinstall although like you I was curious so did a manual update.

I think the update we are waiting for is the algorithm, not the toolbar!

How long has the new toolbar been out? Is this fairly recent....should I download a new version?

No real need. although I have. The toolbar should autoupdate eventually. The real point of the post was to offer a suggestion as to why there has been no PR update recently. I would guess it will still be some time for this if they are relying on everyone having the new toolbar before updating.
