Recently, someone mentioned that the text size of a font can influence the effectiveness of an outbound link and format (bold and/or italic). Is this true? If it is true - what text size, etc be used to make the link most effective?

The short and the quick? There is no "ONE" size that is more important than another. It's relative to other text on the page.
